I'd also suggest that the GM work with players during character creation (and at all appropriate Milestones) to come to an agreement and understanding on the general scope of Compels and Invokes that can be expected for each of their 'permanent' Aspects.
Even Chaotic Neutral individuals have to apologize sometimes. But at least we don't have to mean it.

When we did character creation, we worked as a group, much in the same way that we did city creation. So we worked around the group, explained our concepts and talked with each other and really fleshed out our Aspects. I think this is how you are supposed to do it because you are supposed to cross paths for the last 3 aspects but still.
