I like it so far. Ive done a lot of personal Item Creation but not so much as for the character versions. I feel that it really doesnt matter how powerful the sword would be it can be done in this system, just a matter of how many fate points it would end up costing for the wielder.

Additionally have you thought of having an additional PC acctually roleplay as the sword?

Is there a need for a -0 power that is essentially covered by the high concept?

(Incidentally, if executing a complex program may still make one mindless, then we all are.)

Yes.

Because High Concepts don't cover this stuff well. Try it and see.

Also you're wrong about that last bit. It's a pretty significant precept of the setting that people have souls, and minds with power beyond the physical.
