It looks a little vague...I'll try and add some detail - hopefully without rewriting unrecognizably. It's also worth noting that stating what you're attempting to do before you roll the dice is normal. It's just not necessarily the 'final' action. Any aspect use, by either protagonist or antagonist will flavor the action. Perhaps even change it unrecognizably or negate it entirely. But you still start with your intentions.
In fact, intentions often need to be stated before you even figure out whether the action is best modeled as an attack, block, or maneuver. Just have to remember that intentions are modified by capabilities, others' actions, and the environment. Similarly, your initial action may be modified.
Spoiling your example for rewriting:
Example A: Igor the Eternally Pissed assaults Dave the Mildly Irritating

- - Igor swings a fist at Dave who tries to dodge.
- - - Normally a Fists vs Athletics roll, add any aspect use, resolve attack and any damage.
