High Concept: Champion Street Fighter
Trouble: Murdered Masters
Aspects: Once an Orphan, Many Enemies,  My Best friend Ken, Dark-side, Master of the Dragon Fist Style

Skills
+5: Fists, Athletics
+4: Might, Endurance
+3: Discipline, Conviction
+2: Alertness, Empathy
+1: Survival, Contacts, Resources, Driving, Crafting   

Powers
Inhuman Strength [-2]
Inhuman Toughness [-2] +0 catch (he is just ridiculously tough).
Inhuman Speed [-2]
Dragon Fist: Dragon fist style is an emission style martial arts style that requires great focus and skill and takes a heavy toll on it's wielder. [-2] Re-skinned Re-priced Sacred Guardian
Users of the dragon fist style may gain a boost to his attack or defense roll in physical combat by inflicting a mental stress upon himself, gaining a +1 for each point of stress in the hit. The bonus cannot be greater than the maximum length of the users mental stress track.
Claws [-1] Add two Weapon Rating to fists attacks, when Ryu punches someone there is a visible corona around his fist.

Refresh Total Cost [-9]
Refresh Total: [2]

He would probably have more stunt but I imagine you wouldn't like the majority of the stunts I would use for him.
These are the ones I would use.

Un-encumbered (athletics) When carrying no weapons or armour and any weight capable of slowing you down, Add +2 to your dodge roll.
All Out Offence (fists) +2 to fist skills when attacking full out but take a -2 to any defense roll.

You might consider adding April Ryan from The Longest Journey. She'd have a lot of social skills, perform (art), and Worldwalker or something.

Oh, and about Link, I absolutely loved those controllable bombs of his, Mousechus or something? Looks like those wind-able cat toys. I forget if they're in Ocarina of Time or not. Anyway he might not have gotten them yet, at the time he's drawn out of the game. You have to consider that when you make him.

I was going to go with Modular Abilities or Mimic Abilities, but I got hit with the Inspiration Stick on the way home:

I updated Link.  He's not done.  I'm having trouble balancing skills neededto craft potions and still have him decent in combat.

On Ryu: Is he supernatural?  I'd thought he was standard mortal.  Though I suppose I don't know the game, so...

On Mega Man:  Er... is there a reason that setup is better than simply giving him Breath Weapon for the Mega Buster and Mimic Abilities to copy others' attacks?  It seems... fairly convoluted.

On link: Combat Demolitionist is majorly overpowered.  Grants a new Trapping *and* gives plus two?  A stunt can do one or the other, not both.  Also, the version of Link I'm planning to use doesn't get the sword beams.  Think Ocarina of Time or Majora's Mask.

Well, Breath Weapon is only Weapon:2; no charging ability. I based mine on a sorta heavily modified Channeling. It was basically the 'standard' weapon in that MMX-based game I mentioned before.

You could go with Mimic Abilities, sure; but I wanted to try something different, and the idea of having the different weapons with some kind of limited usage (like the energy bar in the games) pointed me toward the Enchanted Items. Also, Mimic Powers specifies that you can only have one set at a time, and can't go back to a previous setting without finding and eating those powers again--so, no switching from Rolling Cutter to Ice Slasher and back, you'd have to eat Cut Man again. With eight available slots, he can have up to eight weapons on him at a time to switch between.

I would worry about characters like Chell or Ivy. They just don't have any character to speak of (heck, Chell is intentionally a shell that the player can project into, isn't she?).

Immune deficiency is a pretty poor trouble for Tali. A trouble is supposed to motivate and pull the character into scrapes. A better one might be "Keelah se'lai" (if they know what it means) or "So my people can breathe the air of their homeland."

Anyone who plays Ryu will expect the ability to throw a Hadouken. I'd just give him channeling or breath weapon rather than sacred guardian and claws.

Since, in the games, the strength of the Hadouken can vary, channeling's probably best. You can either throw a light, medium, or heavy-duty one (rotes), or charge up (Maneuvers) to deliver the super combo finish version.

We're given a *little* personality for Chell in the tie-in comic, which notes her as being extremely tenacious and persistent.  That said, it just lets the players invest the character with their own vision of what she's like - much the same as they will for Link or, heck, Mario. 

And I'd say that given the in-game story and backstory Ivy's given, plus the pre- and post-battle taunts, it's probably possible to pick up a fair bit of characterization for her.

And I'd prefer not to represent *every* semi-magical effect with Channeling.  I don't feel like it's the best bet to represent something like the Hadouken, which (if I understand it right) really only has one effect, if variable strengths.

You could make it generic Chi channeling, with Hadouken one of the things it can do. The other things it can do would be maneuvers to facilitate his other moves.

A friend linked me to this post, and I was compelled to take on the task of writing up the BLU Spy.  It is kind of rough, but hopefully it gives others inspiration.

BLU Spy
High Concept: Mysterious Man of Mystery
Trouble: Pawn of the Administrator

Stunts
Make-Up Artist (Deceit): Reskin to apply +2 to deceit for glamours from invisibility watch and disquise kit.
Swift and Silent (Stealth)
Linguist (Scholarship): The spy knows many languages.
Backstab (Weapons): When tagging an aspect related to taking advantage of an exposed back, the Spy deals an additional +2 stress.

Powers
Item of Power: Invisibility Watch, Spytron 3000 Disguise Kit, Sapper [+2]
Glamours [-2]: Invisibility would be tied to the watch.  The Disguise Kit should only let the Spy take on the appearance of someone he has seen.
Mana Static [-1]: The Sapper would work like a hex when placed on a machine.  Maybe have a set hex power of 4 or 5?

As an aside, I think that Mega Man totally needs the aspect "It's Over, Wily!"

I'm pretty sure hovering in the air for 10 seconds while spinning in place isn't something you can normally do. And Ken's version of the Dragon Punch, at least, would need something for all the fire it kicks up.

I'd like to point out one thing about trouble aspects here.  When taken out of their home universe...many of their troubles are going to be non existant. 

Their new trouble across the board should be: How do I get home.

 Good for compelling players to follow plot.

that... actually does make sense, though some of the characters will still have to deal with their standard Trouble Aspects, such as HK-47 (who'll roll to randomly imprint on another party member as his master).
