Modular Abilities Question

Can you use the form points from modular abilities to upgrade pre-existing powers? Basically, if I already have inhuman strength independent of modular abilities, could I make it superhuman strength with the modular power?

There's certainly no game balance problem with it, especially considering that you could just make your inhuman strength part of your modular abilities and leave it turned on most of the time and achieve the same end.
