Help with an NPC

I plan on pitting one of my players up against some of the famous Brothers Grimm fairytale creatures, as a nod to his character's last name, Valentine Grimm.  The first I had in mind was Rumplestiltskin, and I planned on making him a Wyldfae and playing him as a kind of supernatural confidence man.  I sat down to draw up a character sheet and had a serious case of writer's block.  They're playing at "Up to Your Waist" PL, and I wanted him to at least be one step up from that, so as to provide an antagonist with a little bit of lasting power.  If anyone is willing to take a shot at it, I would greatly appreciate it! Wellll.... his power isn't necessarily that he can spin straw into gold. He could be any type of WyldFae who can either grant wishes and/or craft things: which you choose will determine whether he is an equal-opportunity fairy bargain miracle broker, or simply a crafting Fae who offers craft-related fairy bargain miracles when the opportunity arises.

What sort of threat or challenge are you hoping this creature will provide?

Also, to make this one a significant challenge, take Valentine Grimm's total Refresh spent on Powers, and spend 150-200% of that on powers for RS.

For me Rumpelstilzkin is the Wyldfae king of the Leperchauns. Yes you read right. Leprechauns are greedy little bastards that take your money and hide it "behind the rainbow".

He looks like a big fat man with a big goldring on every finger and nearly unable to move in a hall made nearly completly of gold. Midas had a bargain with him.
You can reach him most easily by opening a portal on wall street.

I like my gaming with a touch of politics but I think we might be getting into "too much territory", for me anyhow.

I'll just safely say that I like the ways of dealing with greater glamours to get the desired effect.
