If all you're going off of is rarity, that might point more to survival rates than birth rates. Kind of like the sea turtle solution. Have tons of kids because you know most of them will be yummy snacks for something bigger and hungrier before the day is out. Of course, that isn't canon or anything and may require a bit of attitude readjustment, but if the idea amuses you have fun with it anyway.
