OS 84: "If a Vampire does magic in the Nevernever, it's stronger than it would be in the mortal world."

How would you model this in a game?

A. Perpetual Scene Aspect?
B. Low-difficulty Declaration?
C. Straight bonus to Conviction and/or Discipline?

Do you think this brief mention merits more than a +2 situational bonus once per scene?

I'd prolly treat it mostly like A), but you could consider that instead of invoking a scene aspect, perhaps they're invoking their high concept.
Also it could be B) with a little bit of the Demesne power mixed in (I.E. low difficulties to make those declarations).

I'd give the Nevernever an aspect "Magic is easier here" and maybe "Flux is easier to Change" - and allow anyone to use them.

Harry has said in a couple of books something to the effect of "I'd never try this in the real world, but here in the Nevernever I should be able to do it".

Perpetual scene aspect.  Lore to discover (or declare, if you forget, I suppose).

I might even compel it for unintended consequences to spells.  "Your fireball is much bigger than you intended.  Zone wide attack.  Here's a fate point."
