From what I have read of the feeding dependancy power I was wondering does taking hunger stress automatically mean you lose access to that amount of refresh or is losing power like an alternative concequence, so you only lose powers that are not soaked by your stress bar and other concequences?

You only lose powers when you don't have enough space on your hunger track to take the hit from a given failed roll.  Giving up powers reduces the stress taken until it's either zero or low enough to fit on your track.

That's the reasonable way to read Feeding Dependency, at any rate.

There is some ambiguity. But it's probably better to make it occur only when you would have to take consequences.
