The attacker spends a bunch of fate points. The defender gets to see the result and decides not to spend any, because he knows that he's going to have to take a Severe Consequence anyhow, because that's the lowest one he's got left. Because of this, the attacker spent 2 more fate points than were necessary to accomplish that. This is sort of crap, because the tactical decision he made was an uninformed one.

Sure I suppose that if you simply changed a 1 stress hit into a 5 stress hit and the only thing your opponent has left is a severe consequences then spending that many fate points was a mistake. Of course the way I play it is that both players continue to spend fate points until they are both satisfied with the result (or are out of fate points). It works like your method without the unnecessary procedure.

The procedures are identical.  Mouse just provided a more analytical description of what is happening.

Ok another Question. When GM using Aspect of NPC - he tell he using Aspect XYZ, did he?
So I, as a player, can quick guess that Aspect, did I?

What you know as a player and what your Character knows are often different things in Fate. If the NPC is using his "Enraged and Insane" aspect and is acting all crazy, you could probably argue that your Character realizes he's lost his cool. If he's Enraged and Insane, but keeping outward appearances, you'd need an Assess in my book.

But this is very situational. It is not generally true that the PC knows what the Player knows. You helped create the world after all.

I think sometimes the invocation of an aspect can bring it to light. Like if someone's "Military Training" is helping them then an attentive PC might be able to pick up on it because the character that's invoking is bringing that to the forefront. But it does depend on the situation. If someone "Lost their kid brother" and is invoking that to protect a kid there's no way that a PC could pick up on that, only that there's some reason they feel protective of the child. Then again one could use that to one's advantage anyway.

I think sometimes the invocation of an aspect can bring it to light. Like if someone's "Military Training" is helping them then an attentive PC might be able to pick up on it because the character that's invoking is bringing that to the forefront.

I do similar things in my games. In fact, sometimes I just say an Aspect out loud and tell the players they can write it down, if they have encountered the foe or type of foe multiple times.

Yes, not sure if it's in Dresden, but SotC had rules for compelling an aspect by accident even if you didn't know it. And you don't have to know the aspect with much precision. Noticing "Lost their kid brother" might be as simple as saying "Something important is obviously driving them."

There's no reason you have to figure out exact aspect either.  Knowing some portion of it will allow it to be used in limited situations.  Take the 'Lost My Kid Brother' example, an observer might think he's simply 'Protective of Children'.  He's even correct, that's potentially tag-able and compel-able.  But he's missing out on the personal and grief sides of the true aspect...which is why an assessment may still be worthwhile.

He doesn't have to, no. But when someone invokes an aspect they have to describe how it's affecting the situation at hand. So even though the GM may not tell you the actual aspect, you may have enough information to make an educated guess.
