Incite Emotion - 'Touching'

So how does a vampire 'touch' - is s/he using

a) Intimidation/Deceit to attack the target's Discipline in one action to both touch and incite emotion?
b) Or Fist to hit and THEN incite?

I'm reading Option A.

I'd say be in the same zone, and describe the attack as a touch with the relevant emotion coming from it. Like a mental fists attack, sorta. Let a player use Athletics to avoid being touched.

Here's how the rule block reads:

"If you can touch someone, you can make him feel something. You’re able to do maneuvers at +2 to your roll (using Intimidation for anger or fear and Deceit for every other emotion) that force an emotion on a target (as a temporary aspect), so long as you’re in the same zone as he is and you can physically touch him. The victim defends with his Discipline."

As long as it seems reasonable to be able to touch the other guy based on whats happening in the fiction, you can touch him.

Yup. If you're close enough, there's no "avoid being touched." Just discipline to see if the incite goes off.

I guess if someone wanted to try to keep out of reach of the touch, I'd let them defend with Athletics instead of Discipline. But I wouldn't require the Vampire to succeed twice.

I find it useful to think of the touching as "being in the same zone".  There are a lot of times Harry feels a lot of lust coming off a WCV when he hadn't been touching them.  And a lot of them didn't have the At Range upgrade in their stats.
