My understanding of the discussion so far is:
A ritualist COULD rack up a brace of Declared Aspects to help with the Control checks for a Ritual, in addition to those Declared Aspects to make up for the Lore deficit of the ritual Complexity. But those Aspects would all have to be part of the same montage, unless the ritualist had Fate points coming out of his or her ears and could tag those Lore Aspects a second time. And those Aspects intended for the Control checks would add to the prep time.
Racking up a brace of all-purpose spellcasting Aspects seems a bit more fishy, and should probably be left to GM allowance.
Racking up a brace of specific spellcasting Aspects in anticipation of a magical throwdown in the very next scene (the "powerup montage"), along with any powerup thaumaturgic rituals, seems to be more allowable, but those wouldn't stick around after that. These would need to be tied directly to particular spells or tactics, rather than used for any given spellcasting exchange.
I'm not sure whether it has been deemed fair to make in-combat Declarations of Aspects which are justified by previous off-screen preparations.
