Control specialisation and rotes

How does the specialisation that gives control bonus apply to rotes? The power bonus directly increases the Conviction score but the control bonus seems to only increase the Discipline roll to control the spell. Does this mean that a rote spell would not benefit from the control bonus since the Discipline is assumed to be 0? Has there been any clarifications to this?

With a rote the only difference is that you're assumed to have rolled 0 on your discipline to control the power, static bonuses apply normally.

Remember!  You still have to roll discipline to aim the spell if it's an attack.

Specializations increase one's effective Skill level, so I say your Control bonus applies as a static bonus to your Discipline for the rotes which use that element.
