Can anyone use an Enchancted Item?

The title pretty much says it all.  Specifically, if a wizard member of my group has access to an enchanted item that he wants my Pure Mortal to use, is it possible? What would be the requirements and restrictions?
Some people call me morally bankrupt.  I like think of myself as free-spirited . . . and morally bankrupt.

See YS p. 279, in the second to last paragraph.

Basically, you can reduce an Item's Strength by one to make it usable by others.

To be clear though, it would be a loan as the mortal doesn't have enchanted item slots, it would still use up the wizards slots even if he didn't use it himself.

To be further clear...you have to specify that it can be used by others upon creation.
