true strike and maverick with a gun are the same stunt, they shouldn't stack.  Also, the bonuses from maverick and Target-Rich environment won't stack either.  Remember, you can almost never get bonuses from stunts to stack.

I have no idea how you did the math to get +8 or +9 for gun skill when dodging.

True Strike is a Power, actually, so it should stack with Maverick With A Gun (though it'd make the character not count as a Pure Mortal any more). You're right about Maverick With A Gun and Target Rich Environment, though. That will give an effective Guns of 7 for offense and, with an appropriate Stunt, defense. Not quite what Belial was saying, but not bad.
