Enchanted Items for Allies

I'm wondering how enchanting items as a favor to a non-magic using party member works. For example if Harry took Michael's Platemail and gave it the same treatment as his duster, then gave it back to Michael (though he'd have to return each time it needs to be recharged I suppose, but if it lasts about the same as Harry's Duster in the books, thats a few months)
Would this just be like a item that you made for yourself plus the "anyone can use it" thing that still uses your item slots, even though it a permanent possession of the other guy, or would it be a GM's discretion/new rules thing where people start with a slot or two of enchanted items even though they don't have any of the magic abilities that normally grant them?

Personally I'm hoping there will be a way of making it work other than it using your personal slots because I've been toying with the idea of a item crafting specialist, but the rules for balancing items seem to be hamstringing the idea all he'd be able to do is make one or two things marginally more powerful than a non-specialist, which doesn't seem very.... well, special.

They talk about this in the enchanted items stickied thread. I think it boils down to Michael would have to "adopt" the item using his own enchanted item slots. And if he doesn't have any enchanted item slots they use up the makers, in this case Harry's
