One-use items

"I've got a hankie full of sunshine."

In preparation for Changes and DFRPG I've been re-reading the Dresden Files. In Storm Front, Harry fends off bat-form Bianca with a cloth powered with sunlight.
In game terms I'm imagining this as a potion slot, yes?

Yep, we talk about the hankie specifically.  Items basically break into three classes: ongoing spellcasting aids (focus items), ongoing or limited-uses-per-X spell effects (enchanted items like force rings and armored dusters), and consumable spell effects (potions, but potions cover more than fluid-in-a-bottle).

Isn't there a similar item in Blood Rites where he uses a belt buckle in the shape of a bear (?) to give him a big boost of power?

Yes, there is. It allows him to ignore quite a bit of fatigue and pain for a while, recharging him both magically and physically.

I believe that he also once used a potion to the same effect.

... but now that I think about it, he's been using less potions lately.  I wonder why that is?

Could be that they're just easier to fabricate as needed (being a one shot item) rather than some of his more permanent items

In game terms? He has more permanent items, which are filling up his slots. I mean, in Storm Front he had what, his shield bracelet, blasting rod, and staff? These days he's got those, plus the rings, the coat, even the taser-chain thing he copied from Elaine.

Not to mention that it's easier and more time efficient to pocket a handful of permanent items when you gear up, than it is to create a one use special item every time something comes up.
