But what about stating up "players" in the Gameverse.
For example, the White Council resourses, reach, and "influence" in both the mortal and supernatural worlds.
If I'm planning on a "Street Level" campaign, like GTA or Saint's Row crossed with magic, and I wanted to have different gangs with different influences and resources, is it like Starblazer Adventures where you can use Aspects to stat up these groups or is it less detailed than that?
